Meet Lachance Construction
Lachance Construction builds and renovates public buildings across the Eastern Townships of Quebec. Luc Lachance runs the company his uncle founded, with thirty people on site in a good year.
Most of the work comes through SEAO, the Quebec procurement system, with some federal work through CanadaBuys. Both post in French and English, and both post every day.

Once a month, half missed
Luc searched at month end, when the invoices were done. Tenders posted in between closed before he saw them, and the ones he found needed the whole package read to know if they fit.
A school renovation in Sherbrooke closed four days before he found it. A municipal garage went to a competitor who had seen it three weeks earlier. Neither was a hard job. Both were missed.
“We were good at building and bad at looking. Nobody had the time to look properly.”
Both languages, one profile
Captivaq read the company website in French and drafted the profile in both languages. Luc added the regions the crews cover and the RBQ licence classes, and the profile was done in an evening.
“It read our site in French and got the trades right. I added the regions and that was it.”
SEAO and CanadaBuys are now read daily and every tender is scored against the company, whichever language it was posted in. The requirement list comes out in the language of the package, cited to the section.
The matches come to him
Luc opens what scores and leaves the rest unread. The school renovation that was missed last year has a successor this year, and it was on the list the morning it posted.
“The matches come to me every day, and I only open the ones that score.”
The company has bid on twice as many public tenders this year, and the month-end search is gone. The invoices still get done at month end. The looking happens every day, without him.
