10 Best SAM.gov alternatives in 2026 (free and paid)
Compare tools for better matching, broader coverage, earlier signals, and a working capture pipeline.

Captivaq publishes this guide and is one of the products compared. We use official vendor pages for pricing and coverage, accept no placement fees, and state when another tool is a better fit. Read the methodology.
The right SAM.gov alternative depends on the job. HigherGov is the lowest-priced broad US market-intelligence product with published rates. GovWin IQ is the enterprise choice for analyst-backed pre-RFP research. Jorpex is the low-cost option for cross-source alerts. Captivaq is built for contractors that want one profile to match, qualify, and prepare bids across the United States and Canada.
- Best free federal research stack
- SAM.gov and USAspending.gov
- Use the official notice plus free award history before paying for another layer.

- HigherGov
- Its one-user plan starts at $500 per year for federal and SLED research.

How we evaluated these tools
The comparison starts with the work a contractor needs to complete.
We reviewed each vendor's official product, coverage, and pricing pages on August 30, 2026. A dollar amount appears only when the vendor publishes one. Contact-for-quote products stay that way rather than inheriting an estimate from a buyer report or another comparison article.
The shortlist is not a single ranking from best to worst. We compared source coverage, search and matching, pre-RFP intelligence, award research, capture workflow, proposal support, and the cost a buyer can verify before a sales call. A focused alert product and an enterprise intelligence suite solve different problems, so the useful result is a best fit by job.
Captivaq is included because it competes in this market. That conflict is stated at the top of the page. Vendors cannot pay for placement, and every section includes the official pages behind its factual claims.
- Official vendor sources only
- Published price or contact for quote
- Coverage separated by jurisdiction
- Best fit and meaningful limitation
The 2026 shortlist at a glance
Ten commercial tools, followed by the free official stack.
Most products ingest or link back to the same official notices. The differences are how many other sources they watch, how they decide what fits, how early they surface a requirement, and what happens after a team decides to pursue it.

Captivaq
Best for contractors that want one profile across US and Canadian opportunities.
Captivaq matches public procurement signals against a company profile that includes capabilities, classification codes, certifications, locations, contract preferences, and past performance. The opportunity record then carries the match reasoning into qualification and bid preparation instead of stopping at an alert.
Published plans are $99, $199, and $499 per month, with lower effective monthly rates on annual billing and a three-day trial. US and Canadian sources run through the same profile, which is useful for contractors that would otherwise maintain separate discovery workflows on each side of the border.
Captivaq is not the best fit for every buyer. GovWin IQ is stronger when a large capture team needs human analyst research years ahead of an RFP. Jorpex is simpler and cheaper when the job is only delivering semantic alerts into Slack, Teams, or email. BidNet Direct may be enough when a company only needs notices from a few named states.
- Company-profile matching with visible reasons
- US and Canadian sources in one workflow
- Early signals and related notice history
- Qualification and bid preparation after discovery

HigherGov
Best for small teams that want broad US market intelligence at a published price.
HigherGov publishes a $500-per-year Starter plan for one user and a $2,500 Standard plan for up to ten users, with Enterprise quoted separately. Its official product pages cover federal opportunities and forecasts, SLED across all 50 states, award and competitor intelligence, recompetes, grants, SBIR, DLA data, labor pricing, and capture tools.
The vendor says its SLED dataset includes more than one million opportunities from more than 10,000 agencies. A free trial is offered, although the pricing page does not state its length. HigherGov is a strong step up from the free federal stack when buyer history and market research matter, but it does not publish a Canada coverage claim.

GovTribe
Best for US teams that want opportunity intelligence and a working capture pipeline together.
GovTribe combines federal and SLED opportunities, awards, buyer and vendor profiles, forecasts, semantic search, AI recommendations, teaming intelligence, alerts, capture pipelines, and MCP access. It is built for teams that need to manage pursuits after discovery rather than export every promising result into another system.
Federal-only Launch starts at $1,500 per year. Launch Plus adds SLED at $1,900. Growth is $5,000 for federal and Growth Plus is $6,000 for federal plus SLED, with Scale quoted separately. The seven-day trial requires no card and includes 1,000 credits. Some AI and MCP usage can require additional credits, so compare expected consumption as well as the subscription.

Deltek GovWin IQ
Best for enterprise teams that can use analyst-validated pre-RFP intelligence.
GovWin IQ covers US federal, SLED, and Canadian public-sector markets. Deltek says more than 150 analysts maintain intelligence from more than 50,000 sources, alongside Smart Fit scoring, Dela AI, competitive intelligence, alerts, proposal outlines, and compliance matrices.
The value is work that happens before a public notice: analyst research, acquisition plans, budgets, recompetes, likely bidders, and customer context. Deltek does not publish a dollar price and routes buyers to a demo or risk-free inquiry. That sales-led model makes sense for major capture programs, but a small contractor should confirm that it can use the depth before accepting the cost and implementation overhead.

SamSearch
Best for broad natural-language discovery with proposal generation in the same product.
SamSearch covers federal and SLED opportunities alongside grants, SBIR and STTR, DIBBS, GSA eBuy, forecasts, subcontracting, and Canadian tenders. Its product combines AI search and matching, summaries, proposal generation, a CRM-style pipeline, and partner search. The company says it monitors 13,000 SLED portals.
Ignore old articles that quote a public monthly starting price. The live pricing page now offers an annual custom quote based on seats and modules, with onboarding, migration, and training included. That makes SamSearch a sales-assisted platform decision rather than a self-serve subscription you can compare from price alone.

Jorpex
Best for inexpensive semantic alerts across selected US, Canadian, and global sources.
Jorpex uses semantic matching and summaries across more than 50 procurement sources, with delivery through Slack, Microsoft Teams, or email and support for 17 languages. Its source directory includes SAM.gov, selected US state portals, CanadaBuys, Canadian provincial portals, TED, and other national systems.
Starter is $49 per month, Pro is $149, and Enterprise is custom, with a 14-day free trial. The tradeoff is scope: Jorpex is a focused tender-monitoring product, not a full capture or proposal suite, and its selected state portals should not be mistaken for comprehensive US SLED coverage.

Civio
Best for teams that want AI support across the full government-revenue lifecycle.
Civio positions AI teammates across discovery, qualification, research, drafting, delivery, renewal, and growth. Opportunity scoring considers fit, intent, and access, and the workflow can operate through Slack or Teams rather than requiring every user to live in a separate interface.
The company discusses federal, state, and local B2G work, but it does not publish a source directory or a defensible coverage count. Pricing is also private. Civio offers a demo and a 30-day proof-of-value engagement, which makes it most appropriate for a team willing to evaluate a broader operating model rather than buy a search seat from a rate card.

GovDash
Best for US contractors that want discovery, capture, pricing, proposals, and delivery on one record.
GovDash Discover searches SAM.gov, PIEE, SLED, and integrated or private eBuy sources. Matching uses past performance, NAICS and PSC codes, and customer history. Forecasts, recompetes, competitor research, capture CRM, pricing, proposal production, and contract management share the same opportunity record.
Public Discover search is available without an account. Paid modules use subscriptions plus shared, non-expiring credits, but the vendor does not publish dollar amounts or promise a paid-product trial. GovDash is compelling when the whole post-discovery workflow matters; it is more product than a contractor needs if the only problem is a noisy alert inbox.

Sweetspot
Best for US teams that want organization-profile matching through a Pink Team draft.
Sweetspot combines federal, state, and local discovery with organization-profile matching, forecasts and recompetes, a capture pipeline, RFP shredding, capability and compliance matrices, and Pink Team proposal drafts. Its official coverage material says it includes every federal agency plus all 50 states, counties, and municipalities.
Pricing is available by quote after a demo, with no public subscription amount or free-trial promise. Sweetspot is a US-focused match-to-proposal product; the public site does not support a Canada coverage claim.

BidNet Direct
Best for state and local bid distribution by geography, including a limited free tier.
BidNet Direct centralizes state and local bids, with saved advanced searches and real-time or daily matched alerts. Basic is free for opportunities from participating member agencies. It does not unlock every aggregated notice, so the free label needs that qualification.
Paid access is sold by geography: $599 per year for one state, $1,199 for three states, and $1,999 nationwide, with a federal add-on at $149. BidNet Direct is a distribution and notification service rather than an AI capture or proposal platform, and that narrower role is exactly why it works for suppliers pursuing a defined set of states.

The free official stack
SAM.gov plus USAspending.gov covers more of the federal job than many contractors use.
SAM.gov remains the authoritative source for federal contract opportunities, attachments, amendments, and entity registration. Its saved searches and email notifications cost nothing. No commercial product removes the need to verify a live federal requirement there.
USAspending.gov adds free federal award history: who won, how much, through which agency, and under which vehicle. It is not an opportunity feed, but pairing it with SAM.gov gives a contractor the current notice and the history behind comparable work before any subscription is purchased.
Free tools still cost review time. Pay for an alternative when the return is clearer matching, broader jurisdictional coverage, earlier intelligence, a shared capture process, or proposal work your team will actually use.

How to choose
Choose jurisdiction first, then the job, then the budget.
Start with where you bid. A federal-only contractor can begin with SAM.gov and USAspending.gov, then add HigherGov or GovTribe when market intelligence and workflow justify the spend. State and local suppliers should compare the actual portals covered, not accept a broad SLED label. Canadian work narrows the commercial list to products with a documented Canada claim, including Captivaq, SamSearch, GovWin IQ, and selected Jorpex sources.
Next decide whether the problem is discovery or execution. Jorpex and BidNet Direct focus on getting notices to you. HigherGov and GovWin IQ deepen market intelligence. GovTribe adds a capture pipeline. SamSearch, GovDash, Sweetspot, Civio, and Captivaq extend further into qualification or proposal work.
Finally, test the product with your real profile and five recent opportunities. Count useful matches, false positives, missing sources, time to a bid decision, and what the team still has to move into another system. A polished demo matters less than whether the same test saves time on your actual market.
Registration is not discovery
Every commercial alternative remains a layer around the official system.
An active SAM.gov registration is still required before a federal agency can award your company a contract. None of the products on this page replaces registration, and none overrides the notice, attachments, amendments, or submission instructions on the official record.
The same principle applies in Canada and in state or local markets. Maintain the supplier registrations required by each issuing system, use software to decide where your time goes, and return to the source before acting.
Keep the useful signals
Captivaq watches procurement sources against your capabilities, certifications, locations, and past performance. It helps you spend time on opportunities that have a credible fit.

Questions people ask
Is there a free alternative to SAM.gov?
SAM.gov is already free and remains the official source. Pair it with USAspending.gov for free federal award history. BidNet Direct Basic adds opportunities from participating state and local member agencies, but not its full aggregated feed. Pay only when matching, additional sources, earlier intelligence, or workflow saves enough time to justify it.
What is the cheapest paid SAM.gov alternative?
HigherGov has the lowest published annual entry price in this comparison at $500 per year for one user. Jorpex starts at $49 per month for cross-source alerts. BidNet Direct Basic is free for participating member-agency opportunities, but its full geographic feeds require a paid plan.
Do I still need a SAM.gov registration if I use one of these tools?
Yes. An active SAM.gov registration is required to receive a federal contract award, and none of these tools register you or maintain it. They help you decide which opportunities to pursue. The registration and the official solicitation record stay on SAM.gov.
Which of these cover Canadian tenders?
Captivaq, SamSearch, and Deltek GovWin IQ publish Canada coverage. Jorpex lists CanadaBuys and selected Canadian provincial portals among its sources. CanadaBuys remains the free official federal source, and buyers should verify the exact provinces and public bodies covered before purchasing any aggregator.
What is the best SAM.gov alternative for a small business?
A federal-only small business should start with SAM.gov and USAspending.gov, then consider HigherGov when it needs affordable market intelligence or GovTribe when it needs a capture pipeline. BidNet Direct fits suppliers pursuing named states. Captivaq fits a small team that wants profile matching and bid preparation across both the United States and Canada.
Why are some prices listed only as contact for quote?
SamSearch, Civio, GovDash, Sweetspot, and Deltek GovWin IQ do not publish standard dollar rates on their live pricing or product pages. Their quotes can depend on seats, modules, coverage, onboarding, or usage. This guide does not substitute older third-party estimates for a current vendor price.
