What HigherGov does
Broad US market intelligence at a price you can read.
HigherGov publishes three plans. Starter is $500 a year for one user. Standard is $2,500 a year for up to ten users. Enterprise is custom with unlimited users. The plan page lists market intelligence, federal opportunities and forecasts, state and local opportunities, pursuit management, unlimited searches and alerts, AI tools and insights, a vendor people database, a labor pricing tool, API access, eBuy and task order import, and a Zapier integration.
Its product pages describe SLED coverage across all 50 states, award and competitor intelligence, recompetes, grants, SBIR and DLA data. For a US contractor that wants buyer history and market research without a sales call, it is hard to beat on price.

Where HigherGov stops
It is a research product, and it is US only.
HigherGov's public pages make no Canada coverage claim. A contractor bidding on CanadaBuys, SEAO or Alberta Purchasing Connection runs a second workflow somewhere else, with a second set of codes, since Canada classifies by GSIN and UNSPSC rather than NAICS and PSC.
The plan page lists AI tools and insights, but not a proposal drafter or a compliance matrix. When a search turns up a notice worth bidding, the solicitation still has to be read, shredded and written from scratch, or in another product.
Search and alerts are keyword and code driven. That returns everything in your NAICS codes, which for most firms is far more than they can review. The judgment about whether a notice fits your size, certifications, past performance and delivery capacity stays manual.

Who should stay on HigherGov
Research-heavy US teams that write elsewhere.
If your team lives in award data, competitor profiles, labor rates and SLED forecasts, and already has a proposal process it trusts, HigherGov's Standard plan is a lot of data for $2,500 a year. The API and Zapier integration also suit a team that feeds its own CRM.
A supplier pursuing many named states should also weigh HigherGov's 50-state claim against Captivaq's selected portals.
Who should switch
Teams whose bottleneck is deciding and writing.
Switch when the alerts arrive faster than anyone can qualify them. A fit score with reasons lets one person clear a queue in minutes and keeps a record of why each notice was pursued or passed.
Switch when you bid in Canada. One profile, with both code systems, drives matching and drafting on both sides of the border.
Switch when the draft is the expensive part. Captivaq Pro at $199 a month includes bid drafts and export, which is the work HigherGov leaves to you.

Other HigherGov alternatives
Two paid options and the free stack.
GovTribe is the closest paid neighbour. It adds a shared capture pipeline and teaming intelligence, and sells MCP and AI usage as credits. Plans run from $1,500 a year for federal only to $6,000 for federal and SLED with up to five users. It is US only.
Deltek GovWin IQ is the enterprise option: analyst-tracked pre-RFP research across federal, SLED and Canada, sold by quote. It suits a capture team with the budget and the headcount to use it.
SAM.gov and USAspending.gov are free and official, and CanadaBuys is the same for Canadian federal tenders. Start there, then pay for the layer that saves the most time.
