Meet Blueline Environmental

Blueline Environmental does remediation, sampling and compliance work for federal and state agencies in the Mid-Atlantic. Diego Alvarez leads capture for a team of six, with estimating and operations in the same room.

The work is specialised and the notices are not. A remediation solicitation can be posted under three different codes, and the requirement that decides it is often a certification on the last page.

A meeting for every maybe

Deciding whether to bid meant reading the package, pulling the requirements, and getting three people in a room. Most of those rooms ended in no, after an hour.

The team tracked a dozen live notices at a time on a whiteboard. Some closed before the meeting. Some were bid on that should not have been, because the disqualifying line was found after the estimate was done.

The profile carries the certifications

Captivaq drafted the profile from the website and Diego added the certifications, the sampling capabilities and the past performance on federal sites. That is the list the disqualifying lines are checked against.
