Government contract software is a label for tools that do very different work: finding notices, researching buyers and competitors, managing pursuits, writing the proposal, and running the contract after award. Most vendors do one or two of those well. This page separates the jobs, names the tools that do each, and gives a way to choose that starts from your own bottleneck.

## How we evaluated these tools

Official vendor pages, a published price or nothing.

We read each vendor's product, coverage and pricing pages on August 30, 2026. A dollar figure appears only when the vendor publishes one. Quote-only products stay that way instead of inheriting an estimate from a buyer report or another comparison article.

Tools are grouped by the job they do rather than ranked from best to worst, because an alert product and an enterprise research suite solve different problems. Captivaq is included because it competes here, and that conflict is stated at the top of the page.

## The five jobs the software does

Buy for the job that costs you the most time today.

Discovery finds the notice: solicitations, sources sought, forecasts and recompetes across the portals you sell into. Intelligence explains the buyer: who won before, at what value, and who is likely to bid. Capture manages the pursuit: pipeline, team, notes, gate reviews and the bid or no-bid decision. Proposal work reads the solicitation, builds the compliance matrix and writes the volumes. Contract management runs the award: invoicing, deliverables, reporting and closeout.

A contractor rarely needs all five from one vendor. A two-person firm needs discovery that filters and a drafter that starts the proposal. A prime with a capture team needs intelligence and pipeline depth. Post-award tools are a separate purchase and a separate page.

## Discovery and alerts

The official sources are free. The filter is what you pay for.

SAM.gov publishes every US federal notice and CanadaBuys every Canadian federal tender, both with saved searches and email alerts at no cost. State, provincial and municipal work sits on separate portals, which is where aggregators earn a fee. BidNet Direct sells state and local distribution by geography, from a free Basic tier to $1,999 a year nationwide. Jorpex sells semantic alerts across selected US, Canadian and global sources from $49 a month.

The difference between alert products is how they decide what to show you. Keyword and code filters return everything in your NAICS codes. A fit score against a company profile returns the short list, with a reason for each item, and that is what saves review time.

## Market intelligence

Who bought this before, from whom, and for how much.

USAspending.gov holds federal award history for free: prime awards, sub-awards, agency, vehicle and value. Commercial tools layer search, competitor profiles, recompete forecasts, labor rates and analyst research on top. HigherGov publishes the lowest price for that layer at $500 a year. Deltek GovWin IQ is the deepest, with analysts tracking requirements years before the RFP, and sells by quote.

Captivaq builds its intelligence from the same public award data: incumbents, previous award values, contract expirations and recompetes, and the primes that report subcontracts in your codes. It is narrower than an analyst desk and included in the subscription.

## Capture and pipeline

Where a spreadsheet stops working.

Capture software holds the pursuits a team has decided to chase: owner, stage, deadlines, notes, tasks, gate reviews and the recorded bid or no-bid decision. GovTribe sells this with its search, with pursuit caps by plan, from $1,500 a year. GovDash and Civio extend the pipeline into pricing, delivery and renewal, both by quote.

Captivaq's Team plan adds a shared pipeline across five seats at $499 a month, on top of matching and drafting. A team of one usually does not need this layer yet, and a shared spreadsheet is fine until the volume or the headcount rises.

## Proposal and compliance

The most expensive hours in the process.

Proposal software reads the solicitation, extracts every requirement into a compliance matrix, and drafts the volumes against it. Sweetspot, GovDash and SamSearch each sell a match-to-proposal workflow by quote. Deltek has shipped outlines and a compliance matrix inside GovWin IQ. Captivaq Pro drafts each volume with citations back to the source document, proposes AI revisions for a person to accept or discard, and exports to PDF or Word, at $199 a month.

Treat every draft as a first draft. The software should show where each requirement is answered and where a placeholder still needs your input, and it should never submit, sign or price the bid for you.

## How to choose

Jurisdiction, then job, then budget.

Start with where you bid. A US federal-only contractor can begin with the free stack and add a paid layer when it pays for itself. A state and local supplier should compare the actual portals a vendor covers, not accept a broad SLED label. Canadian work narrows the list to vendors with a documented Canada claim: Captivaq, SamSearch, GovWin IQ and selected Jorpex sources.

Then name the bottleneck. Too many notices to review points to matching. Too little buyer context points to intelligence. A pipeline nobody trusts points to capture. Proposals that start from a blank page point to a drafter. Buy for that job first.

Finally, test with your real profile and five recent opportunities. Count useful matches, false positives, missing sources, time to a bid decision, and what still has to move to another system. A polished demo matters less than that test.

An active SAM.gov registration is required before a US federal agency can award you a contract, and CanadaBuys registration plays the same role for Canadian federal tenders.
